On Feb. 17, around 6:15 a,m., CHP Officers from the Ridgecrest Station were dispatched to a vehicle accident on Hwy 14 near Hwy 178. Prior to their arrival Kern County Sheriff’s deputies were dispatched to the same area for a report of a male subject bleeding from his head, armed with a knife, running in and out of traffic. A deputy assigned to the Kern Valley Substation was in the area and located the male subject on Hwy 14 just south of Hwy 178 (Walker Pass). The man was identified as Ramon Padilla. Padilla was hanging on the side of a United Parcel Service (UPS) truck when the deputy located him. The UPS truck driver saw Padilla was injured and stopped to help him. When the UPS truck driver stopped, Padilla jumped on his truck and began yelling at him. The deputy ordered Padilla to get off the truck. Padilla complied with the deputy’s orders and as the deputy was attempting to handcuff him, he became combative. Padilla resisted the deputy and tried to get away. The deputy struggled with Padilla. When additional deputies arrived they found the deputy struggling with Padilla on the ground. No knife was located.
Padilla was arrested and transported to an area hospital for medical treatment, of injuries he sustained before his contact with deputies. Passing motorists reported seeing Padilla jump out of a moving vehicle a short distance away. Padilla’s vehicle was located on the side of the road, unoccupied, a short distance from where he was arrested.

After Padilla was arrested, investigation revealed that Padilla had been throwing softball sized rocks at passing motorists on Hwy 14. One motorist reported Padilla threw a rock at his vehicle which smashed the windshield. CHP Officers responded to the scene and assisted in the investigation.
Padilla was charged with being under the Influence of illegal drugs and resisting arrest. Additional vandalism charges will be submitted to the District Attorney’s Office by the CHP.
